Monitoring of Elections

Project summary:

CDT has monitored all the elections starting from the federal in 2001. to parliamentary and local elections in Nikšić, Budva, Tivat and Herceg Novi in 2009 as well as 2014 Podgorica elections. Monitoring consisted of three phases: observation of the election process, monitoring of voting and vote counting procedures during Election Day, as well as monitoring of post-election events up to the announcement of the official results. CDT communicated the results shortly after the closing of polling stations using PVT method. Thus, in 2006 CDT became the first organization in the world that observed the elections using SMS technology as a primary method of communication with the observers.
